The government says there are shortages in many areas - from doctors to carpenters - and that recruiting from abroad is the only way of shoring up key industries.
The chronic problems have, in part, been caused by an ageing population and the fact that almost one million skilled workers have left the country to work overseas.

South Australia today called for strengthening trade ties with India and welcomed skilled professionals from the country to support its booming economy.
The South Australian region, where 20 billion US dollars worth projects were underway, offered unprecedented employment opportunities for skilled professionals from India, Paul Holloway, Minister for Industry and Trade, Government of South Australia, told a meeting here, organised by the South Indian Chamber of Commerce and Industry (SICCI).
Holloway said both the states (South Australia and Tamil Nadu) had similar business interests and this could be used to work out areas of mutual benefit.

Viet Nam sent 6,322 workers to work under contracts abroad in August, bringing the total number of Vietnamese guestworkers going abroad so far this year to 43,741, said Nguyen Thanh Hoa, Head of the Overseas Labour Management Department, on Sept. 5.
Hoa further said that the Ministry of Labour, War Invalid and Social Affairs is developing a plan to send more workers to the Middle East, Europe and North America, especially the Middle East, while continuing with traditional labour export markets such as Japan, the Republic of Korea, Taiwan, and Malaysia.
